Land consolidation

Land Consolidation


Land consolidation is a process of primary influence on the outlook of rural development, especially agriculture sector and includes a complex of organizational, legal, economic, cadastral measures,which aim formation of massives or lands compact in space and stable in time, creating optimal conditions for their rational use destination.
At the state level has been developed and approved project aimed at land consolidation activities in the period 2012-2027 - "National Strategy for Land Consolidation".

Necessity. Excessive fragmentation and small areas of infield, as a result of privatization reform, allocation of the land shares for peasants in agriculture sector, have resulted in significant loss of agricultural productivity, failure of processing technologies and crop rotation, soil degradation, impossibility of implementing agricultural practices economically viable and environmentally friendly, that worsening environmental conditions. Predominance of family farms and farmland inadequate structure, causes a undeveloped rural infrastructure with a perspective of slow development of the agricultural sector. Relatively low incomes in rural areas, causing a migration of the people from villages to the cities of the country and beyond.

Objective. Reducing fragmentation of agricultural land, optimizing dimensions and enhancing farmland areas.

The purpose of land consolidation activities is competitive agricultural sector, based on optimum plot size and shape, the efficient use and conservation of natural resources which would contribute to rural development as a whole.



Results. By using organization mechanisme of the objectives on the addressed issue by allocating the correct amount of financial resources following the implementation of land consolidation project will be obtained the following results:
  • Reducing the level of fragmentation of agricultural land;
  • Forming optimal farm size;
  • Improving the capacity of self management of the land;
  • Modernization of the technological-material basis in the agrar field;
  • Increase investment in agriculture;
  • Enhancing the competitiveness of the agricultural sector;
  • Agricultural GDP growth per capita;
  • Development of non-agricultural entrepreneurial activities in rural areas;
  • Enhancing the quality of life in rural areas.

Future actions that will allow viable operation of the consolidation process

Lack of adequate communication system between all authorities and agencies involved in the implementation of consolidation projects cause problems in this area, which creates additional costs from the state budget. Therefore, cooperative relationships with agencies, state institutions and other organizations, will have a positive impact in strengthening procces. 

In consolidation strategy with a definite purpose, there is need to develop a program of information and massive involvement of population, especially the youth, which will depend the way of agricultural development and rural development on the whole. This topic requires a particularly important special domain, because without it, the process of land consolidation has not a sustainable future.
